The Begley Building, located at 201 W Main Street, was a drug store dating back to 1895. The structure was built in 1870. In the 1930’s, Robert R Begley opened his business here as Begley Drugs. It was purchased by Rite-Aids, Inc in the 1980’s. It is now home to Cuff to Collar, an upscale custom men’s clothing store.

Then & Now

Richmond, KY is the county seat for Madison County. Established in 1798 and named after Richmond, VA, it serves as the central hub for local government and administration for the surrounding county. The original 1849 courthouse underwent renovation in June 2023 and reopened to the public in May 2025. The $221.1 million project is certainly a showstopper.

The existing fountain at the southeast corner of the courthouse square was presented in 1906 by distinguished Richmond native David R. Francis, governor of Missouri and US
Ambassador to Russia. The fountain commemorates early Kentucky settlers. It supports a bronze bust which signifies a typical settler and is inscribed with the words “In memory of the pioneers who with energy born of conviction wrested wealth from the earth and gave an empire to untold generations to come.”

MILL DISTRICT

The Mill District provides a boost to local hospitality and tourism businesses by allowing customers to purchase and take out alcoholic drinks in designated to-go cups from participating licensed businesses within its boundaries during City recognized special events. The Mill District encourages visitors and locals to explore more of Downtown RKY’s historic streets and parks, window shop, and discover new experiences at outdoor events.

The Mill District further engages with retailers, venues, restaurants/bars, residents, visitors, special events, and the community overall—creatively offering new amenities and a building a better workforce destination. Downtown RKY is a vibrant cultural destination. 

Operating Hours: 

The Mill District’s to-go service Thursday through Sunday, from 11:00 AM to 1:00 AM.

Rules:

  • All participating businesses are designated with distinct The Mill District signage and posted rules.
  • All to-go alcoholic drinks must be purchased from a participating business within the The Mill District boundary and served in the approved plastic disposable 16 oz. labeled The Mill District cup.
  • Cups are one-time use and NO REFILLS are allowed.
  • Cups must be carried in public spaces and disposed of before entering any business or exiting the The Mill District boundary.
  • Scan the cup’s QR code for a full The Mill District map and rules.
